Good News As TSC Extends P1 To JSS Deployment Application After Low Turn Up. Check New Requirements And New Deadline
TSC Extends P1 To JSS Deployment Application After Low Turn Up.
The Teachers Service Commission (TSC) has extended the application deadline for primary school teachers (P1) seeking deployment to junior secondary schools (JSS) due to a lower-than-expected number of applications. TSC Extends P1 To JSS Deployment Application After Low Turn Up.
The extension comes as TSC plans to deploy P1 teachers to teach Grades 7, 8, and 9, addressing the significant shortage of educators in JSS. The application portal, which was initially launched on January 13, 2025, and set to close on January 24, will now remain open for an unspecified duration.
Calls to Relax Academic Requirements for Deployment
The Kenya National Union of Teachers (KNUT) has urged TSC to reconsider its strict academic requirements for P1 teachers transitioning to JSS. Instead of requiring them to hold degrees in secondary education, KNUT recommends that P1 teachers undergo additional training to prepare them for JSS teaching roles.

Currently, TSC requires P1 teachers to have a degree in secondary education with at least a C+ grade in KCSE and a C+ in two teaching subjects. However, critics argue that primary school teachers are well-equipped to teach certain JSS subjects like Music, Art & Craft, and Physical Education (P.E.), where there is a major teacher shortage.
TSC’s Teacher Shortage Crisis in JSS
According to TSC CEO Dr. Nancy Macharia, Kenya requires 72,422 more teachers to meet the current demand in JSS. To fully support Grades 7, 8, and 9, a total of 149,350 teachers are needed, yet only 76,928 teachers are currently employed in JSS, representing just 51.5% of the requirement.

TSC has been working on reducing this gap through recruitment and deployment:
– 39,550 junior secondary teachers were first employed as interns and later confirmed.
– 8,378 P1 teachers were deployed to JSS between 2023 and 2024.
– 9,000 JSS teachers were recruited under permanent and pensionable terms.
– 20,000 JSS intern teachers were recruited using a KES 4.8 billion government allocation.
Since 2019, TSC has retooled 229,292 teachers in Competency-Based Curriculum (CBC) and Competency-Based Assessment (CBA), with 60,642 JSS teachers trained from May 2023 to November 2024.
Deployment Process and Document Verification
TSC will begin verifying documents and posting teachers to JSS in February. The verification will be conducted by the TSC Sub-County Director, who will issue a deployment letter to successful candidates. Each teacher will receive two deployment letters—one for their records and the other for official filing at TSC headquarters.
Deployment decisions will be based on:
– Proximity to the teacher’s current school.
– Subject combination to ensure teachers are deployed where they are most needed.
– Gender balance in schools.
– Special Needs Education (SNE) qualification—teachers with SNE certification will be deployed to special JSS institutions.
Required Documents for Verification
Teachers applying for deployment to JSS must present the following:
– Original and copies of their degree or diploma certificate.
– Original and copies of academic transcripts.
– KCSE certificate (or equivalent).
– SNE qualification certificate (if applicable).
– Latest payslip.
– A declaration from the head of the institution confirming their current employment status.
