Breaking News : TSC Ends Promotion-Based Transfers, Unveils New Rules On Teacher Deployment .

The Teachers Service Commission (TSC) has discontinued the practice of transferring teachers immediately after promotion. This was confirmed by TSC Chairperson Dr. Jamleck Muturi who said the institution will now prioritise teacher stability and continuity in schools during deployment.

 

Dr. Muturi said the new policy will ensure that teachers who get promoted will not be moved automatically. He said previous deployment patterns had teachers being posted to far off stations. He said upcoming promotions will be guided by a deployment matrix that will consider teacher welfare, comfort and health.

 

Dr. Muturi said the changes were done under the guidance of TSC commissioners and Acting CEO Ms. Eveleen Mitei.

 

According to TSC, the previous model linked promotions – especially to administrative positions – with mandatory transfers and some teachers declined promotion opportunities due to family separation and challenges of relocation. The Commission said the new approach will ease concerns raised by teachers in rural and marginalised areas.

 

Dr. Muturi reiterated the statutory functions of TSC saying the institution is mandated to register, promote and where necessary transfer teachers in line with the constitution.

 

He said while the new policy will eliminate unnecessary transfers, some movements will still be compulsory where there are vacancies in specific institutions. He said promoted teachers must be posted to schools with vacancies, and redeployment cannot be done at the expense of officers already in substantive posts.

 

TSC also reported that the government is investing in career progression. Dr. Muturi thanked the Kenya Kwanza government saying since President William Ruto took office in 2022, 151,000 teachers have been promoted through competitive and common cadre processes.

 

He asked the National Assembly Education Committee to secure KSh1 billion allocation to facilitate further promotions as promised by the President.TSC expects to complete the promotion process for the 21,313 teachers who recently interviewed by end of January.

 

This will bring the total number of promotions under this administration to over 171,000. Dr. Muturi said teachers eligible for elevation to Grade D1 will get their appointments by the same time, saying the new policy is in line with the ongoing efforts to address the delocalisation policy.

 

 

 

This comes after teachers had complained that the policy shift will reduce family separation and disruption especially for those with health conditions.

 

A senior teacher from Mombasa who had declined promotion after being posted to Kwale said the new policy will enable teachers to continue serving without compromising family responsibilities or medical commitments.
